INFORMATION TECHNOLOGY UNIT
Introduction
The National Peace Council, as part of its efforts to strengthen institutional operations and promote the effective use of technology in peacebuilding, has established an Information Technology (IT) Unit. The Unit provides technical and administrative leadership in the management of all IT functions of the Council, in line with its strategic objective to modernize systems and enhance service delivery through digital transformation.
The goal of the IT Unit is to ensure the effective, secure, and sustainable management of the Council’s digital infrastructure, in support of conflict prevention, management, resolution, and peacebuilding processes.
Background
The rapid advancement in information technology has transformed the way institutions operate globally, including how they manage conflict-related data, collaborate with stakeholders, and deliver services to the public. In today’s complex and data-driven environment, the need for secure, efficient, and responsive digital systems has become critical in peace and security work.
While the National Peace Council has deployed basic IT tools over the years, these efforts have often been fragmented or project-specific. The increasing demand for system automation, secure information management, data-driven decision-making, and stakeholder coordination necessitates a dedicated unit with a clear strategy and mandate.
Thus, the Council has formally established an IT Unit to ensure a holistic, institutional approach to ICT management that supports peacebuilding mandates and aligns with international standards and best practices.
Goal
To provide leadership in the planning, implementation, and management of innovative, secure, and efficient IT systems that support the operations, programmes, and peacebuilding agenda of the National Peace Council.
Objectives
The IT Unit seeks to:
- Promote the integration of digital technology in the programmes, policies, and operations of the National Peace Council.
- Strengthen institutional capacity through the development of robust IT infrastructure and systems.
- Ensure cybersecurity and data protection in all digital operations.
- Align IT functions with national and global standards for digital governance and information security.
- Foster innovation through research and development of customized IT solutions for conflict management and peacebuilding.
- Promote collaboration with IT service providers and partners for sustainable technology solutions.
Functions
The core functions of the IT Unit are to:
- Provide strategic and technical leadership in the management of the Council’s IT systems and services.
- Develop and implement policies, standards, guidelines, and procedures on IT management and cybersecurity.
- Coordinate and monitor all IT-related programmes, projects, and infrastructure development.
- Oversee the development, deployment, and maintenance of software and hardware systems.
- Ensure the operational efficiency and integrity of the Council’s automated systems and databases.
- Manage the design, update, and security of the Council’s website and online platforms.
- Provide technical advice on the acquisition, allocation, maintenance, and disposal of IT equipment.
- Collaborate with relevant stakeholders to support IT service delivery, system integration, and database management.
- Supervise the preparation of IT-related budgets, work plans, reports, and performance appraisals.
Mode of Operation
The IT Unit will operate through the following approaches:
- Capacity Building: Enhance the digital skills of Council staff and stakeholders.
- Policy Development & Implementation: Formulate IT-related policies and ensure compliance.
- System Development & Maintenance: Deploy and sustain IT infrastructure and automated systems.
- Cybersecurity & Risk Management: Establish systems for data protection and threat mitigation.

- Partnership & Stakeholder Engagement: Collaborate with public and private sector institutions, academia, and development partners to improve IT service delivery.
